Nancy Ruth Adams
Senior Partner of Martin, Blanck & Associates
Founder and Director of VetFed Resources, Inc.
Ms. Adams is a Senior Partner with Martin, Blanck & Associates. She was also one of the founders of VetFed Resources, and currently serves as the Director. Ms. Adams is a leading expert on federal health acquisition policies and procedures. In addition, she brings extensive clinical, administrative, and senior management experience with large, complex government healthcare systems, and has demonstrated expertise and competency as an organizational leader, effective communicator, and resource manager with results that produced performance improvements.
Ms. Adams has served as a military officer. From 1991-1995, Ms. Adams was the Chief of the Army Nurse Corps and Assistant Surgeon General of the Army for Personnel, and Commander for the Center for Health Promotion and Preventive Medicine. In 1998 she was promoted to Major General, the first Army nurse to earn a second star. Next, she took command of Tripler Army Medical Center, HI, the Pacific Regional Medical Command, and served as command surgeon of the U.S. Army, Pacific. Prior to these leadership positions, Ms. Adams served in a variety of clinical nursing and nursing administration positions in the Army Medical Department and DOD. Finally, she retired from active duty in 2002 with 35 years (1968-2002) of Army service.
After leaving the Army, Ms. Adams began employment in the federal government’s Senior Executive Service working for TRICARE, the Department of Defense healthcare program. She has served as the Source Selection Authority for five major, multi-billion dollar healthcare procurements for the Department of Defense. Following the multi-year procurement process, Ms. Adams then stepped in to implement the contracts as the Director of TRICARE Regional Office – North, responsible for managing the DoD health care contract for a 17-state region, worth more than $1 billion annually.
Ms. Adams received a Bachelor of Science from Cornell University and a Master of Science in medical-surgical nursing from the Catholic University of America in 1972. She was selected to be a Fellow in the American Academy of Nursing.
